I tootled off to my nearest branch of bravissimo today to try on some tutti rouge, mainly to figure out my size in them and to have a nosy!
I knew that some had found the tutti rouge sizing to be all over the place, so I started off with a 32GG in both the Lilliana and the Betty. I ... usually find that a 30 is better for me in brands like Freya or cleo, so I thought a 32 would be a good place to start as tutti rouge run smaller in the band.
Firstly, the Lilliana, while it is undoubtably a beautiful bra on the hanger, did me no favours on- it was so east west! I'd say the band was average, so a 30 would have been fine, but the cups were so shallow, and they seemed determined to spread my boobs under my armpits. So I didn't try a different size.
The Betty- firstly wow on the looks and the fabric and the quality, it's stunning! The band was definitely tighter than the Lilliana- I think a 30 would have been too small, and my comfortably snug underbust is 30", so it's definitely worth sizing up I'd say. They cups again were shallow, and I was quadraboobing a lot on the bigger side in the GG. So I sized up to a 32H. And that was when the issue started. I'd say the the 32H ran a full band size smaller than the 32GG I tried, especially along the bottom of the band. It was wearable but it did feel a lot smaller than the GG which was just bizarre! Maybe it's a QC issue, or maybe it's just that their sizing is really inconsistent. However the cup volume was spot on, even tho they are shallow and the wires were far too wide. The shape it gives is also very minimised and flattened (it was flatter than a tease me, and i find they are quite minimised from the side) which I wasn't a fan of, as i prefer more projection, and this was the main reason I didn't purchase. .
So if tutti rouge could bring a version of the Betty out with slightly narrowe wires and more projection, I'd be sold on them as a brand! But at the moment I find they are a slight disappointment as their bras aren't as amazing on as they are off.

Based off of your measurements alone, I'd try out 28F bras. If you have shallow bras, I'd stay far far away from the Deco. It won't do you any favors. The half cup might work, but the band runs large. If anything, you'll want a bra that runs small in the band.
For cleavage-y purposes, I'd look into Masquerade, as their bands runs really tight, tend to work better on shallow breasts, are made out of better quality material, and do give cleavage. You might even end up preferring 30 bands in Masquerade because they run so tight and because people with smaller ribcages often find that sizing based on their underbust measurement is uncomfortable due to less fat on their ribcage.
I´m sorry, but is there a typing error in the post, or is it really 23,5 inches underbust measurement? That is smaller than 24!
