Didn't fit

I mail ordered a bunch of bras, looking for the right size. Clearly this didn't fit. It is a pretty bra. It has a deep plunge, which I don't especially like, though some might.

I think there is poor quality control on this particular bra. The 30FF in the same style had a looser band, and the 30HH in the same had a very much looser band. This does not seem like it is only 3 cup sizes smaller than the HH was.
