You can click on the person's user name to go to their public profile. At the bottom of the left side, there should be a link to message the user.
Actually, you can only send messages to other users under the following circumstances:
* You have over 150 reputation * The other user has one bra listed * You have previously received a message from that person * You both follow each other
If any of those is true, you should be able to send that person a message.
