My sister is small enough to wear big kid clothing.
She thinks her boobs are tiny.
She thinks she wears a 36A.
(My guess without actually measuring her is a 28F.)
This is going to take some effort.

Make her "discover" the right size as her own achievement, not as in "you're doing it wrong", that will cause her to defend her position.
