Height's affect on bra fit

I love reading Claire/Butterfly Collection's blog. Here is her latest.

This is perhaps the most surprising: "A surprising pattern has emerged through our size consultations. The same under bust and over bust measurements on women of different heights can alter their cup size by as much as three cup sizes depending on her height. It seems that for every inch you are under 5ft 4" your cup size is one volume larger than that of a woman over 5ft 5" with the same raw measurements."

I'm not sure that this matters too much in my size range (28DD) but I'm sure it's very important with larger volumes.
That quote confused me for two reasons.

People who are high-set and/or have short torsos are often told they may have to size down to get shorter wires. This indicates the opposite, which would exacerbate the wire length issues.

I probably have the same torso length as someone under 5'4", but my long legs make me 5'6". So should I apply this to myself or not?
