Does Nordstrom's carry 28 bands?
The Nordstrom in my area doesn't...but in the past I've seen ones that do. Do most Nordstom's carry 28 bands??

Nope, only down to 30. I think some store managers will order smaller bands if you ask but it's definitely not the norm. Even their website doesn't list them. There is a petition though.
Nope. And with the exception of South Coast Plaza, just about every Nordstrom lingerie SA I've met has looked at me like I was an escaped mental patient when I mentioned size 30 Bands.
