Has anyone shipped from US to Finland? I just checked USPS and they are quoting $50+ for flat rate envelope.

WHAAAA? Try paypal.com/shipnow to price a shipping label. The USPS site often hides the more affordable rates.
I'm going to see friends this evening who have family in FInland though so if there's a weird "Finnish exception" presumably they will know, I'll update you.
International flat rate is crazy. It should be by weight... Try to calculate it that way.
