It looks like the answer is yes to both too small and wrong shape. I should search for bras with more projection.
Original problem
The Amazon listing recommended sizing up two cup sizes, so I did...and it still doesn't fit! The wires are sitting on breast tissue in the center, and poking my armpits. I tried scooping my breasts away from the center, but I still can't get the gore to tack. I'd like to nail down exactly what it is that makes this bra not work for me so I can maybe find a (lightly!) padded bra for the winter.

helpfulYou're getting quite a bit of quadding and some in-cup quadding as well, so definitely too small. That said, it's also not the right shape for you.
Have you tried any Polish brands? Many of them have lightly padded seamed cups with lots of projection and narrow wires, which looks like the shape you need.

helpfulIn the side view, it looks like these cups may be too wide for you. The wire is sitting pretty far back under the armpit toward your back.
I would look for a cup with more room for projection and more narrow wires. You probably want something with vertical seams in the cup. Look through measurements for Ewa Michalak and Comexim bras and try to find one with a deeper cup.
