I can't decide on if this bra fits well enough or not. The gore slightly floats but I dont have any quadding so I'm not sure if the gore is slightly too wide or the cups are too small

This bra is so pretty but I can't decide if it fits well enough.
I don't get any quadding but the gore is only lightly tacking. On the sides I don't find it's sitting on any tissue, so I don't think that's the issue. I'm thinking it might be that the gore is too wide, a shape mismatch, or a the cups are slightly too small (unfortunately I sized down since I think a 28E might be too big based on others reviews).
After trying a cleo mimi in 28E I've realized I need to size up so looking to exchange.
