Just for kicks I went to my local Victoria's Secret and feigned ignorance of my bra size. I'm a 28E/F and initially the fitter sized me as a 32B. When that bra fit ridiculously (I pretty much fell out the bottom of it.) she came back with a 32C. I fastened it on the tightest hook and tried to get myself into the cups. Eventually I did...sort of. The center gore was hovering over my breastbone in an obvious tell of a bad fit. When the fitter asked me if I liked it, I told her it was...soft. (Because I've never been a good liar!) She said I might like a push up bra instead. But the bra just clearly didn't fit. All the push up in the world wouldn't have helped. Why are VS so obnoxious in this regard?

I'm not sure they're obnoxious as much as oblivious. They're probably quickly and poorly trained because they have a lot of turnover. When I got properly fitted, I'd bet that fitter had twice as much experience as everyone at a VS store combined. They seem to do the best they can, and it's just not very good unless you're in their size range.
Poorly trained + selling on commission. They're not in the business to sell you a nice fitting bra, to be honest.
