Full bust adjustment on clothes you already have? (bust friendly clothing hacks)

I'm sorry if this question is weird. I just thought of it now I started my sewing journey... what if you have a too big top, bought for the chest measurement or even in a too big size... can you full-bust-adjust it? Do you need to seam ripp the sides open then adjust?

I plan to sew a few basics to have a bit of capsule like wardrobe, because you cannot do a 25 item fast fashion haul when you sew it on your own. I know a few alternations that one can do to take in the waist easily like just sew it tighter along the side seams but on some items it does not look good afterwards. I also assume that when I have a too large garments I need to adjust shoulders and sleeves too...
I watch many of these thrift flip videos and they make clothes smaller our of larger items all the time. But larger items are already a rarety in the thrift store so I would feel bad to take these away. So better construct the item from scratch I guess.
