Original problem
So many wrinkles!
I know the band is too tight for starters. I have no idea if this is the right cup size.
The wires seem almost wide enough, but I think they are not tall enough on the sides. The gore is too high (I think). It tacks but it is super uncomfortable. Wrinkling in the bottom and top of cup.
When I take the bra off, the red marks show the cup is sitting a bit on my breast tissue (too tight band?)
I need some some suggestions for better bras.

helpfulI agree with all the other advice given --this particular bra is a dead loss in terms of compatibility with your shape.
However, there are a bunch of pain/discomfort issues that can be due to the extreme tightness of the band, including the gore pain, the wires being pulled back to a diagonal position instead of coming up quasi-vertically (and thus appearing the wrong width, length or shape) and the straps being so far out in your armpits. So, before you return it, I would advise putting on one or more extenders--as many as are needed for the band to become comfortable--so you can go through the checklist of fit problems and see which ones remain (as opposed to the ones which disappeared after the band was made looser).

helpfulIt may or may not be a size issue, but it is definitely a shape issue. Cleo bands run tight. You are probably a 32 band in Freya or Curvy Kate but because Cleo bands are so tight, you'd need a 34 band if you want to stick to Cleo. As for gores, some women (including myself) just find high gores uncomfortable even when they tack. Only suggestion here is maybe try a plunge bra. As for wires being too low at the sides, there are bras out there whose wires come up higher at the sides. I myself prefer high side wired bras. I think that the wrinkling is caused by the bra being too projected for you. You appear to be tall rooted and shallow (I am also like this, I think I might be a mini-you).
So with all this said, you would do best in a 34 Cleo band (or a 32 Freya or Curvy Kate band) in a plunge bra (for low gores and high side wires) that is made for shallower shapes and tall roots. Maybe the Cleo Neve in 34F?

helpfulIf the red lines are on your breast tissue i would think the wires weren't wide enough. I agree with all the suggestions though, that with an overly tight band it could distort the gore and cups in a way that would make it difficult to tell... My impression is that you would need to size up bands, and down a cup, with all the wrinkling, except at that point the wires would likely be narrower making the bra uncomfortable still even if it fit every where else. I think I would suggest trying panache. In general cleos work well for me but i find the panache bras a bit too wide and the bands a bit too loose
