Original problem
I can not figure out why this doesn't fit. Is the underwire too wide/narrow? Band too small? It pokes in the armpit and slides down on my ribcage causing the bottom of the underwire to dig.

helpfulThis is a perfect illustration of what happens when the gore does not tack. A non-tacking gore deprives the underwires of leverage and makes it way way harder for them to sit flat and stay put on your body--this is what is allowing them to dig into you.
You need a deeper cup and'/or a bra design that allows more room for your breast tissue at the center (near cleavage area) so that the gore can tack. You probably also could use a cup shape that is not quite so tall. This one does not look like it's well-proportioned for your high-set boobs.

The wires don't look too bad, you should go by comfort for that though.

helpfulYour measurements are similar to mine, so I imagine you'd be closer to a 36FF/G, what's your overbust measurement?

How do I do that? Measure the biggest part? With or w/o bra?

Yes the biggest part, with and without the bra.

Without a bra 47 inches. With 46 inches (not the bra above).

Based on your measurements you should be wearing a 36G ish

Thank you, I am definitely gonna give that size a try! Follow up question...should I be looking at bands with wide underwires or narrow???? I am short, and my breasts are high, but are they wide? Narrow and just look wide on my small frame? Any brand suggestions?

I can't really tell, but I imagine that since you have a small frame that you would do best with narrow, lower wires. I would try cleo in a 36FF, and ewa michalak in a 38FF. Be mindful of cuts that are too full on top, you're boobs look like mine, and styles that have too much space on top or have cups that are too high don't fit.

helpfulWhen I first looked I thought that the wires on this bra were too wide for you, leaving a gap between your breast tissue and the wire under the arm but, on closer inspection, I am now wondering whether you actually have been wearing wires which are way too narrow and have a fold from this that is quite marked and forward, with quite a bit of migrated tissue further back under your arm. I think I can see a slight bulge in the naked view, sitting between the superimposed 'a' and 'b' (middle of 'bratabase'.) I could be wrong, though. If this is right, your wires/cups have been considerably too small/narrow up until now. I suppose it is impossible to tell what type of wires/cups will be right for you ultimately, until you have managed to reincorporate the migrated tissue (if that is indeed what I am seeing, and not in my imagination). This is actually the first underwire bra I have worn in years....I have been wearing softcup nursing bras for the past 5 years because I have never found a wire that doesn't hurt.
Also, you can't see it in the picture but this bra smooshes me flat quite a bit.

Thank you!! Should I be looking for bras with wide wires or narrow? Can you tell from the nude pick if the wire is sitting in the right place?
